Even before GTA 6, Rockstar seriously considered making a part of the franchise not in the USA, but in Tokyo. This was revealed by the former technical director of Rockstar North, Obbe Vermeulen, who participated in the creation of the classic GTA parts: GTA III, Vice City, and San Andreas.
According to Vermeulen, Rockstar discussed several foreign settings — Tokyo was the closest to being implemented. It was planned that the Japanese studio would take Rockstar's code and make GTA: Tokyo, but the project never came out 🤔
